I was wondering one thing. Is it true that in the final episode of Palm Town Patty moved out with her parents to new town/city? Some other forum had that theory of this, and it had melted in my mind for so long, until i found this place where people know almost everything of Maple Town Monogatari series.

Patty moved out with her parents to North Town.

That is correct. As I understand it, Patty's dad gets transfered to "North Town" due to his job and the whole family comes to Palm Town to take Patty along with them to their new home there. Patty's friends from Maple Town also come to Palm to bid her farewall AGAIN. They show up the minute before she leaves, which is strange. If they're going to travel all the way to Palm Town to see her off, you'd think they'd try to get there a couple of days before she leaves so they get to spend some time with her... I know this was done for dramatic effect, but there should be a limit to how illogical you can get!
I actually think it was a pretty terrible way to end the series. It's like a re-hash of the last episode of the first Maple Town series, but not nearly as emotionally engaging as that episode. It was an extremely lazy move by the writers.
There doesn't seem like there were ever any plans to continue the story after Palm Town. "North Town" is an incredibly generic name for a town, and doesn't sound like it would any fun for a toyline. Patty had no particular reason to go there other than being with her family. She had come to Palm Town to train for becoming a nurse at the Pika Clinic. But I don't know if that was even addressed in the last episode.
We can only speculate what happened to Patty after she moved to North Town.

You don't know how slow the planes in 1987 are^^ And you don't know how many days between the letter and the arrivals have passed. We can only speculate what happened to Patty after she moved to North Town. A good idea for new episodes: Year 2017, 30 years after the Palm Town adventures, Patty is a 39 years old nurse, she is married and she has children. The children continue the adventure and the Maple and Palm Town friends come sometimes to North Town with their children^^

You don't know how slow the planes in 1987 are^^ And you don't know how many days between the letter and the arrivals have passed. Well, the post stamp says "4 Dec 1987" and the episode first aired on the 20th of December the same year. I guess the Palm Town finale could have been a lot worse, but it just doesn't make me feel satisified. I understand that Patty had to leave Palm Town in the end to be with her family, that was was kind of unavoidable. I felt there was still a lot left to be done in Palm Town, but hey, time's up! The whole plot just seems a bit forced to me. Having Patty return to Maple Town would have been the logical way to do it, but... if she goes back to be with her old friends again, she won't be as sad about leaving... we need to make Patty sad... I know! We'll make up a new town out of the blue and have her family move there (I mean, they've been in Maple Town for nearly two years, time to move on obviously)! Then she DEFINITELY won't want to leave, because she doesn't know anything about this town, and have no friends! Brilliant! The melodrama feels very forced here, and not as natural as in Maple #52. And a lot of concepts were re-used from that episode... the flashback montage, grieving maternal figure scene (although this one kind of gets to me, even with aunt Jane), failed kidnapping sub-plot and the entire final scene (complete with Bobby showing up at the last minute, which makes much less sense here)... nothing is as effective the second time around. The overall feeling for this episode for me is... "LET'S JUST MAKE AN ENDING AND BE DONE WITH!" Ranting aside, I do like to think about what North Town looks like and what kind of friends Patty met there.

I belive Maple Town and Palm Town weren't successfull like Dragonball and other cartoons at this time, so Toei wanted to finish the Palm Town Story as fast as possible.

I think so too. For the last few episodes of Palm Town, the airing time got reduced from one half-hour to 15 minutes, so the final episodes aired in two parts. Perhaps there were originally going to be more than 44 episodes of Palm Town
